I think the first thing would actually be to create some sort of "Extension Directory" or "Extension Catalog" that allows developers / vendors / keycloak to register custom extensions with some metadata and make them discoverable.
A market place where vendors could offer and sell prebuild integrations with thirdparty tools could be build on top of that.
The mechanism should also support to themes (which can be packaged as jar) but are a separate thing than a Keycloak extension. Also other things like user profile definitions, client policies, or password policies that match some standard might be worth having as consumable artifacts.
