Swift 3

This updates reminders-cli to Swift 3.0 and fixes the issue with having Xcode at a specific path.

Fix build to reference Xcode 7.3.1

Previously the distributed binary was linked against a random swift snapshot. Now it is linked to Xcode 7.3.1 which must be in /Applications/Xcode.app
