msteams is probably not the only app with this behavior therefore not sure it's the best place to declare the exception.

Agree this shouldn't be an exception for msteams. I believe the confusion comes from the single slash for teams - understanding this single slash helps:

URL Schemes don't need to have any slashes. See https://en.wikipedia.org/wiki/Uniform_Resource_Identifier#Syntax
The "//" are part of the authority component of the URL, which also includes the host.

For MS Teams, the single slash isn't part of the scheme... it's the start of the path component.

Another practical example (and one I would like to use), the URL to open a Sharepoint hosted powerpoint file in the native app is ms-powerpoint:ofe|u|_sharepointurl_. Other examples of slashless URLs include mailto:
