Replace LINPACK routines DQRDC and DSVDC

According to one of the LAPACK appendixes, we can replace

• DQRDC with DGEQPF (deprecated, replaced by DGEQP3) or DGEQRF
• DSVDC with DGESVD

In general the argument lists and workspace requirements are different so this will likely be a breaking change unless we use stack allocation. Perhaps it is best pursued in combination with a larger refactoring to introduce modules and interfaces.
