Good new user documentation and good PIC actions #27

Reason

While documenting each of the objects individually is helpful when deciding what to use and when for someone who understands all of the systems that are in place and how they connect to each other someone who is new to this environment, especially someone who has never used MOOSE before may struggle initially.

Design

A series of tutorials should be created that guid a novice through the way different user objects are connected to each other in the PIC system. Additionally, a few PIC actions should be created to make it very easy for a new user to get up and running with this system.

Impact

This will make this system more approachable for new users and the new actions will improve the ease of use of the system.
