Thanks for your interest in our work. The U-SPEC and U-SENC algorithms are written in Matlab. Yet some other researchers have provided a Python implementation of U-SPEC: https://github.com/arthursrr/Ultra-Scalable-Spectral-Clustering. Hope it is helpful for you.
