Move all paper-dialogs to ha-dialogs #11268

We use paper-dialog and paper-dialog-scrollable for most of our dialogs.

We should move this to ha-dialog, a slightly adjusted version of mwc-dialog

An example can be found here: https://github.com/home-assistant/frontend/pull/6140/files

We also need to add a public closeDialog function to every dialog.
