Information: multiple versions of ValueSets

There will be a next release for the ValueSets

• stable corresponds to Annex 3
• beta corresponds as a preview
• if multiple valuesets are defined by oid we should import the stable one
• Only stable versions of ValueSets should be published if there a multiple versions of ValueSets (e.g. DocumentEntry.typeCode).

Tooling does not (and will not) in the near future support multiple versions of ValueSets, meaning we have to follow our regular approach and creating a new package according to the rules above when a new release is done.
