add support for DXVK

We have approved addon for dx912 can we also have support for DxVK (https://github.com/doitsujin/dxvk) ?

d912pxy have addon config & addon dll in repo because this is gw2 related project
dxvk does not have this things in its repo, so it should be special gw2 addon repo with special config, addon dll and dxvk binary build

if someone will do that repo, we surely approve it
