[META] Create a Home page with potential expandability in mind.

First, we need to have a landing page that describes about GCC and the programs being conducted under it. Also, we got a logo which we can use.
We should use some proper web dev software like react or something good for a dynamic site. Even though we GitHub sites can only host static site, we will have certain functions running on the user end, through GitHub API and actions. Don't forget to make it as secure as possible (will take care of that later.)
