Some type of call to action to help us with the data sources, next to the country buttons.

Why?

We have a call to action on the country list page and in addition to being just that it's a nice way of saying "this is not complete, we are working on it".

I like the idea, but when is something complete and how do we know and how do we maintain it?

I think it is meant as one call to action on the entire page, not one next to each country, and it will never be removed, so no need to maintain anything.
