Allow to run conversion on local repositories

I would like to convert my bitbucket pipelines that I have checked out locally already. The automated API based approach is practical but does not seem to work for bitbucket if you don't own the premium license, which is needed to generate a workspace token, which in turn is needed to consume the workspace API as done by gh-actions-importer.
