Add Arabic Translation and RTL Support

Overview

This pull request adds Arabic translations and implements Right-to-Left (RTL) support in pygeoapi's HTML templates. The aim is to enhance accessibility and provide a better user experience for Arabic-speaking users.

Additional Information

Key changes include:

• HTML Template Updates:

  • Modified base.html to support dynamic text direction based on the selected language.
  • Improved header layout for better alignment and spacing in both RTL and LTR contexts.
  • Added the lang and dir attribute to the HTML tag for proper language identification and text direction.

• Arabic Translations:

  • Added Arabic translations for interface elements and messages.
  • Set text_direction to rtl in the language file.

• Other Language Updates:

  • Updated language files for bs, de, en, es, fr, and sr with the latest jinja template changes.
  • Set text_direction to ltr in these language files.
  • Corrected translations for "jsonld" to "json-ld" in multiple languages.

• I have ensured that this PR meets RFC2 requirements.

Updates to Public Demo

• I have ensured that breaking changes to the pygeoapi master demo server have been addressed.
  • Relevant configuration updates have been made in local.config.yml.
