PyGemini plot_all assumes same cadence for GEMINI and GLOW output #3

However, the config.nml will allow a different cadence for the glow output - plot_all should read this in from config.nml and adjust accordingly to avoid "file missing" errors.

This seems to trigger if glow output step is longer than the GEMINI output step
