At the moment, changes to votes that were submitted by unauthenticated users are disabled by default. In the past, this caused the majority of support requests, since polls created by unauthenticated users don't allow changing this setting later. Additionally, even if the creator of a poll was authenticated, many users don't seem to be aware of this setting.
Since polls are often shared among a limited group of trustworthy users, this should be seen as the key path scenario and the risk of this change of default is very limited. If a poll requires more security, e.g., since it's shared with a large group, it is still possible to change this setting.
