Is your feature request related to a problem? Please describe.

We want to support dynamically changed "external" modules. Addon-operator should reload such module if it is updated during runtime.

New task ModuleReload
New handler
Refactor Module struct to hold hooks, add Stop method to reload bindings and helm resources monitor.
