@xuzhao9 I think this issue concerns the OSCAR pretrained model weights that have been hosted by Microsoft. It appears public access is blocked. An open issue in the Microsoft OSCAR repo reports the same. I would notify @mindest & @gopitk (Microsoft) and @nrsatish (Meta) to see what can/should be done about this issue.

With regard to maintaining the source code, we pinned the versions of OSCAR and its dependencies to sidestep maintenance-related concerns, since we know the pinned versions are compatible with each other.
