Request: Information on/Ability to put files in a root location and serve them

Not entirely sure how to word this, but here it goes.

If I put a file, such as gpg.txt in the root / I can't access it. If there is a way to access this (maybe this is user error), I would like information on it. If this requires some change in the software, then I request this change so that files can be served directly.

Some use cases:

• gpg.txt containing pubkey
• hosts.txt containing hosts
• qrcode.png containing some qrcode

accessed via http://somethingsomething.i2p/gpg.txt for example
