Does generate_locations_md.py work in Docker?

I have got everything running as expected in docker, except when I run the generate_locations_md.py it doesn't appear to be updating the locations.json file. Can anyone confirm that it has worked for them (in docker)? Location id 16712 is missing from the json, it is a nexus only location.
