RTE palette hides text if you select it. #28532

Steps to reproduce

  1. Type something into the composer
  2. Hit ctrl/cmd-a to select all
  3. Discover the RTE toolbar palette pops up entirely hiding the thing you just wrote.
  4. Feel disoriented, and get out of it by cursor keys or clicking somewhere to cancel the selection:
selection.bug.mov

Outcome

What did you expect?

Menu/palette should sit above the contents you just selected

What happened instead?

It sits slap bang on top of it, meaning you can't see what you just wrote, or interact with it

The same happens if you just double-click on a word to select that word.
