feat: upgrade user experience for deploying new account

Since new account deployment from console is not really user friendly, a guided walkthrough in Beerus website would be beneficial for users, especially people without IT background. In scope of this issue, backend api upgrades are suggested. Idea is to have four high level APIs that could be easily called from frontend as four steps in a walkthrough. List of the functions:

• feat: function that reads and stores values of the prefunded account #829
• feat: create config for new account #830
• feat: estimate eth for account deployment #831
• feat: deploy new account #832

Potential risks are that external toolings scarb and starkli might have wasm compilation issues.
