currently, when updating the global pool fees in the x/gamm params,
it effects future pools only.

as we assume the global fee should take place in all pools, this change needs to do migration over existing pools.

refactor Params update on x/gamm from legacy params handler, to Msg based (with msg.Authority)
when updating global fees, do the change over existing pools as well
