ioda2nc: metadata "pressure" and "height" from ObsValue group

Describe the Enhancement

The sample IODA data (seneca:/d1/personal/hsoh/data/DAVIS_DATA/obs/surface_ship_buoy.nc4) for Discussion 2396 has "surface_pressure" variable at ObsValue group. It can be used to fill "obs_lvl" output. The current implementation for the metadata (variables of metadata_map at IODA2NC config file) should be in the MetaData group. The pressure and height can be at the ObsValue group. It would be nice to search ObsValue group after MetaData group for the pressure and the height.
