dotnet list package –vulnerable no longer working with --include-transitive #45037

Since the update to dotnet SDK 9, searching for vulnerabilities no longer works with the --include-transitive flag.

The following command works:
dotnet list package --vulnerable

The following command has not been working since the update:
dotnet list package --include-transitive --vulnerable
error: '' is not a valid version string.

Reproduction steps:

  • Create a simple console application or library using dotnet new.
  • Apply the commands to the projects.
