Progress printer out interface

I'm interested why progress.NewPrinter link to the code is using console.File as output interface and os.Stderr is passing as an argument

in werf we use github.com/docker/cli/cli/streams to gather outputs from build but it doesn't implement console.File. Could io.Writer be used here?
