Make a 1st pass at creating a Release Workflow for Benchmark. This will not include publishing of artifacts to maven central.

Create an on-demand workflow (dispatch) for generating a Github release
Create a distribution tar for running DHC benchmarks on a customer server
Make release-notes based on the given release version and previous version
Allow user to select Latest to mark the current release as Latest
