processing/monitoring service

via (py)inotify monitor for new directories to come, and automagically process them when they are completely transferred (next one appears, or it has been > X hours since new directory appeared)

TODOs/ideas

• we might want it to operate only on "approved" studies first
• have a configurable set of commands to run whenever conversion is finished (qc, bids-validator, ...) and nicely place those where applicable under derivatives/ sub-datasets
• should get a registry of email addresses for PIs/students/studies so we could send announcements with logs from running heudiconv and bids-validator (ask JED if could be obtained from JEDCap)
• so may be registry manipulation (see registry of already processed directories #10) should also be done via this "service"
