Identifying all rural habitations/settlements #11

Starting this thread to discuss how we can fix the habitation errors in the existing data but also to add missing habitations in our datasets. The habitation data is important to plan for any future connectivity program and might be needed in the near future.

We are currently exploring the below two approaches to find missing habitations in our database:

  • Using geo-tagged data from government schemes (SBM, Nal Jal etc)
  • Using clustering on facebook pop-data

Apart from that what could be useful?

  • SHRUG (not sure what all they have in GIS, but I am planning to write to Sam/Paul.
  • OSM (Settlements in OSM but not in PMGSY dataset)
  • Census 2011 EBs (I wonder if they are geo-tagged)
  • Any other sources?

Known issues with our habitation data:

  • Duplicate points
  • Ghosts (no settlement underlying it)
  • Double counted population
  • Missing habitations

@harshnisar Census says they do have the digital data - https://www.censusindia.gov.in/Maps/Map_Products/Maps_Product.aspx

Specially we should check these two items

  • State showing CD Block
  • Notional map of Census Enumeration Block

I am not sure if digital means scanned copy of map or actual digital gis data.

For example polling booth area is digitally mapped (most times its a scanned copy of hand written maps) but not useful to do GIS.

The Survey of India also has village and village boundary data https://onlinemaps.surveyofindia.gov.in/Digital_Product_Show.aspx in a geodatabase or shape file. This could also be a started point on the PMGSY side to check missing habitations.

Apart from that what could be useful?

The OSM community has a good capacity to digitise abadi/settlement polygons in detail. This has been done already for several districts.

This could be used to locate settlement areas that have no geosadak habitation nearby

The shrug data will have an update coming soon - talked with them two weeks ago - ping Paul and see if they can release it; should be done by now!

Found a habitation listing at https://ejalshakti.gov.in/imisreports/Reports/Physical/rpt_RWS_FHTCCoverage_S.aspx?Rep=0&RP=Y

1.7 million habitations listed. No geotagging for the data though.

Looked further.. they have geotagged data for the schools and anganwadis.. https://ejalshakti.gov.in/IMISReports/Reports/Physical/rpt_JJM_SchooltapConnection_D.aspx?Rep=0

The terms and conditions say that you need to get permission by mail( no email id mentioned ) before reproducing data.. @harshnisar if you can get that.. this might be useful data for validation

For now, I am publishing how to pull the jal jeevan mission data - https://github.com/ramSeraph/opendata/tree/master/jjm

The website policy doesn't say anything about using the data, you just need permission to publish it.
