psycopg2 does not build on Python >= 3.8 #38

As the psycopg2 is locked to an exact version this is sadly preventing us from using this package as we're running with Python 3.9.

See psycopg/psycopg2#854 for details.

For reference, we got this tap working by updating all dependencies, and merging existing PRs on our fork: https://github.com/signal-ai/tap-redshift
