Major update and switching to WARC indexing

What's Changed

• Started transition to index approach, running 'index' command before others.
• Use the command 'index' to generate SQLite DB 'metawarc.db' with records metadata.
• Added commands: 'stats', 'list', 'export', 'dump' to extract and process WARC content.
• [Snyk] Security upgrade pygments from 2.5.2 to 2.7.4 by @ivbeg in #4
