After some discussion with urbanflows, some of the research people suggested that displaying deaths within 500 people is not going to be at all effective. Due to what's happened with COVID, people have become really desensitized to death figures, and it won't really have an effect on changing behaviour. I've began some changes with implemented average cigarettes, but does anyone have any other ideas? Some short research shows it's quite easy to make a direct correlation for lung based illness based on pollution which might be more effective.
