pangolin by itself is pretty enough, so please remove the wallpapers,

I agree, most of Pangolin's size is indeed because of such assets and we aim to reduce that size by instead loading those assets using different approaches than bundling them with Pangolin.
I have introduced a PR that removes wallpapers from Pangolin and instead loads them via GitHub API from our wallpapers repository, if you're interested you can check the PR out here: #347

how are you supposed to get github's api to work without internet? there should be an option to save the wallpapers locally

The above mentioned PR was not to replace local wallpapers with online ones, it is just a wallpapers repository feature that we had in our plans for a long time. Concerning offline usage and caching of the API, we have discussed it internally and we have left some comments on it in our Discord and in the comments of the above mentioned PR. Distro will ship some wallpapers by default, Pangolin will no longer as it never should have to begin with.
