/rest/Organizations should be accessible to authenticated users.

It is called by the UI to fill various off-screen dialogs on page load in project-detail, such as ones to make new projects, etc.

  • Add a test to cover this case
  • Have CI run in both permissions mode for CI (at least REST-level django tests)
