Standard method to reference ingredients from Actions

The use of instanceId in Action is not part of the standard - and nearly conflicts with hopefully soon be be deprecated uppper case InstanceId field. It is also limited to only mapping to one ingredient. We need to leverage the ingredients field to do this.

For context, Actions are supposed to include JUMBF URIs to related ingredients, but we don't know what those URIs are until the manifest is created. So we need some way to map the two together.
