Check for vcs tag when scanning path for packages

Is your feature request related to a problem? Please describe.
I manage 100+ private packages and having to specify them individually in statis.json is a chore in and of itself.

Describe the solution you'd like
Since the behavior for a path repository is to scan for packages, I think it is helpful to further check if it is also a vcs with a tag and utilize the tag as version. This could be an additional flag so that we can retain the current path behavior

I could scan the repos and generate the json for satis.json
