make readme

make readme does not work as it is ot a propper command,

we may need to change logig of the cmd5 readme function and allow for one such as --command=cloudmesh-installer

e.g. cms man readme --command=cloudmesh-installer

this would than start the help for

cloudmesh-installer help

or something in additio to what we have now.

maybe just a --help-comamnd="cloudmesh-installer help" this way we can os system it and add what we want in the makefile.
