Deprecate the -KeepIndividualJSON parameter

💡 Summary

This work is to deprecate ScubaGear's previous default ProviderSettingsExport.json output.
This is a breaking change.

Motivation and context

The output has been superseded by the -OutJSONFileName default ScubaResults file.

Implementation notes

• A major refactor needs to be done for the functional test orchestrator Update the Functional and Smoke Tests to use the ScubaResults.json rather than the ProviderSettingsExport.json #1317 .
• Then we need to remove the parameter and test for any lingering side affects.
• Update documentation to reflect the changes.

Acceptance criteria

When -KeepIndividualJSON can no longer be used as a parameter in ScubaGear.
