[Feature request] Mark as oversubscribed a full validator

People can vote for a validator who is full making their transaction fail (stake received > 10% of own stake), would be better to put an oversubscribed icon as Kusama/Polkadot already do

That is currently already in place. But it only triggers when it is exactly full, not if there is 1 or 2 pcx space left. If a user then tries to stake 3 pcx, it will fail. Hence the trouble
