To be consistent with PR- Bookmark reload (#2020), when the user reloads pages (except the thank you page), it will take the user to the privacy page to start the report again. With this new implementation, if the user reloads the thank you page, it will clear the page (No report ID) and the link "Create a new report" will be disappeared. If the user wants to report another incident, they will not have a chance because the link "Create a new report" does not exist

@DianeLiu2019 For the thank you page, on reload, please keep the user on the thank you page, with the report ID saved, and the 'Create a new report" link available. At this point in the journey, on reload, we wouldn't want to send the user to any other page without explicit action by the user (i.e. they press a link, button...etc), as there is valuable information on the thank you page for their next steps.

Summary
