Generate historical model API workbooks

Now that the API supports older versions of the model going back to 2022 (ccao-data/api-res-avm#2) and may soon support 2021 as well (ccao-data/api-res-avm#4), Valuations has requested that we generate versions of the API workbook using these historical models.

We will probably also want to wait until the backend is updated for pre-2024 models to drop the requirement for empty non-predictor parameters before we start work (ccao-data/api-res-avm#5) since this will simplify the code for the historical models a lot.
