widevine L3 on Android 13

Could it be possible to include the installation of the widevine L3-libs into the script -- in the Android 13-part (for Android TV-images)? Currently this entry is missing in the A13-part.

Or could it have the same outcome if you install them simply through the Android 11-part?
with other words: does Android 13 need something special here?

another question would be if and if yes how it could be possible to get L1-certification through that process.
