Character encoding

I have a problem persisting in the database polish character encoded in utf8. It replaces polish special characters with question marks, i.e.:

zażółć gęślą jaźń

is replaced by:

za?ó?? g??l? ja??

It's certainly not database (mysql) nor display issue, since when I manually replace the question marks with proper characters, it's being displayed correctly.
