Add notebook-scoped metadata settings as alternative to 'universal' mode

Notebook metadata settings may or may not be the best idea, since they aren't visible unless someone knows to look for them.

This would probably be helped quite a bit by #14.

Could even augment the UI to add checkboxes to cells, indicating whether or not to apply the universal tempvars settings.
