vagrant attempts to run certain commands to determine the operating system, and this command fails on the windows machine (at least it does for win-2012r2_x86_64)

DEBUG guest: Trying: windows
DEBUG ssh: Re-using SSH connection.
 INFO ssh: Execute: test -d $Env:SystemRoot (sudo=false)
DEBUG ssh: Exit status: 1
