Laptop HP 440G5 WIndows 10 Pro.
Crash on winws run (either blockcheck or cmd itself).
Kmode Exception not handled.
Driver: fwpkclnt.sys

The problem app is HP Velocity (QoS optimization utility)
LiveQoS NDIS 6 Filter Driver to be unchecked in Network adapter Properties

it's clear that windivert driver from winws conflicts with current kernel environment
i cant do anything about that. its not zapret part problem
may be it's windivert problem or antivirus problem or other 3rd party kernel driver problem

the only real way to address this is to find which 3rd party software or setting causes failure and avoid this combination
it's good to analyze kernel crash dump in windbg
at least to know backtrace. it may give some clues
