authors who appear in works but not in manuscripts

For example, https://medieval.bodleian.ox.ac.uk/catalog/work_317, where <author key="person_194831795">Mythographus Vaticanus III</author> doesn't appear in any manuscript records. In this case someone searching for "mythographus vaticanus" would find the record, but someone doing data processing using the VIAF ID for mythographus vaticanus wouldn't get anywhere; and any variant forms for the author wouldn't be searchable.

In these cases there should be an author page, but it would only link to the relevant work records.

(An alternative solution would be to insert the authors into the manuscript records. But we might want to have information in the work authority records that doesn't appear in every manuscript record, for example with works that are attributed to several different authors.)
