Allow opening private chats to users by directly DM'ing them from Ranking panel

Currently, you can only send a private message if receiver has one message posted in the chats.
Since the reputation ranking page lists all published profiles, I believe that would be the most appropriate place to add a button to "send DM" to users.
First and most useful use case, is for staff members to directly contact someone.
