Should Subtitle be a Gutenberg Block or meta panel like excerpt?

Not quite sure on the best way to fully implement this.
Watching to see as Gutenberg develops...

It implements a Subtitle block which continues to use and save the subtitle as post meta.

Version 3.1 fallsback to showing the subtitle meta box in the sidebar so that it can be edited.

Going to leave as a field (like Excerpt) for now.
