One BCeID user can't log into GWELLS

Describe the Bug
A BCeID user couldn't log into GWELLS. When she tried to log in GWELLS using her BCeID account (user name: cbarling, Email: wildwestdrilling@gmail.com), she logged in to BCeID but was not directed to GWELLS website.

Expected Behaviour
After log in information is done, it should be directed to GWELLS site.

Actual Behaviour
After log in information is done, it stays in BCeID site.

** Steps To Reproduce**
Steps to reproduce the behaviour:

1. Go to GWELLS
2. Click on 'login' and choose "basic or business BCeID"
3. Input 'user ID' and 'password', click 'continue', a review activity page shows up.
4. click 'continue', the account is logged in to BCeID but is not brought back to GWELLS site.

Note:

• When I used her account and try on my computer, I couldn't login but a error message "Invalid signature in response from identity provider"
• There are total 3 BCeID accounts (cbarling, wildwestdrill, SusanMZ): I can see "cbarling" and "wildwestdrill" and both have been granted with wells submission access; 'SusanMZ' is a newly created account. These 3 accounts are all basic or business BCeIDs but non of them work.
• "cbarling" was able to login BCeID directly from BCeID website.
• I never heard the same issue from other BCeID users. - Before there was one user who had issues login so he called BCeID and the issue was solved by changing the browser to Firefox.
• She tried on different computers and using different browsers: not working.
