Olá @WatanabeThiago não é fácil, se não me engano o requisito inicial é possuir 1M ou 2M em conta. Após isso você irá precisar encontrar um IP que esteja disposto a te "apresentar" e te fornecer conexão ao DICT. Deixo abaixo um artigo mais técnico sobre o assunto:
